Mariano Acosta Velarde Et.Al. INTRODUCTION - Title Abstract Mariano Acosta Velarde President of the Puerto Rican Bar Association (Colegio de Abogados y Abogadas de Puerto Rico) from 1936 to 1938. Mariano Acosta Velarde one of the Insular Police Commissioners for Puerto Rico officially taking office on July 12, 1943. And in 1937 before his time on the commission, he was among the prominent Puerto Rican leaders who served on the ACLU Investigating Commission that reviewed the causes of the tragic Ponce Massacre.
