Mariano Acosta Velarde, Attorney for the Puerto Rico Railroad until its closure in 1957.  b. July 27th, 1895 in Guanabacoa, Cuba; d. April 18th, 1985 in San Juan, Puerto Rico. Buried in the Acosta Velarde ‘Monument’ at the Isla Verde Cemetery, Puerto Rico.

On November 29th 1971 Mariano Acosta Velarde contracted the building of "VILLA HUESCA" at 38 Luquillo Beach Blvd. Luquillo Puerto Rico and Mariano Acosta Velarde second (2nd) owner of 38 Luquillo Beach Blvd. Luquillo Puerto Rico Per backside of Page (Folio) 30, Book (Tomo) 47 as second (2nd ) inscription for Estate (Finca)  number one thousand seven hundred and sixty seven (1,767).  
 Mariano Acosta Velarde recorded owner as of November 29th 1971.

"LUQUILLO BEACH DEVELOPMENT COMPANY, INC.", registry number 3011, was cancelled in accordance to the Puerto Rico General Corporations Act, on April 16, 2014

LEGAL description, 38 Luquillo Beach Blvd, Luquillo Puerto Rico:

“URBANA”: Solar numero treinta y ocho (38) de la URBANIZACION LUQUILLO BEACH DEVELOPMENT, situada en el Barrio Mata de Platano de Luquillo, Puerto Rico, con una cabida seiscientos cincuenta y tres punto cero cinco (653.05) metros cuadrados. Mariano Acosta Velarde, in memory of his mom and grandmother, baptized the property "VILLA HUESCA". Mom and Grandmother both having been born in Huesca Spain. Mariano Acosta Velarde’s parents, Don Angel Acosta Velarde. Born February 5th 1865 in San Juan Puerto Rico; died, October 3rd, 1943 in San Juan Puerto Rico and Doña Maria Velarde Villanova. Born June 19th 1867 in Huesca Spain; died April 2nd 1944 in San Juan, Puerto Rico. Mariano Acosta Velarde’s grand parents (mothers side): Don Federico Velarde Abella. Born in Santander, Spain and Doña Clemencia Villanova Perena. Born in Huesca Spain.

Mariano Acosta Velarde, grandson, on his father's side, of Don José Julián Acosta y Calvo, born in San Juan, Puerto Rico, and Doña Josefa Quintero Hernández, who was born in Caracas, Republic of Venezuela. Per Last Will and Testament granted by Don Mariano Acosta Velarde, by means of deed number 15, dated February 20, 1976, before the notary Diego Guerrero Noble, said 'Last Will and Testament' modified by Deed number 26, granted in San Juan, Puerto Rico on June 14, 1978, before the notary Diego Guerrero Noble, registered under number 85-245 on June 16, 1978 on folio 245, volume 85.

Said Last Will and Testament modified in San Juan Puerto Rico the 14th of June 1978 as document number 26, before Attorney/Notary Diego Guerrero Noble and properly recorded with the Puerto Rico Supreme Courts, Last Will and Testament, recorder’s office on the 16th of June 1978 as instrument number 85-245 in 'Folio' 245, 'Tomo' 85; both also recorded with the Fajardo Registrors office records for Luquillos’ municipality, 'Folio' 31, 'Tomo' (47) as third (3rd) inscription for 'Finca' number one thousand seven hundred and sixty seven (1,767)

 
On AUGUST 4th, 1986, Concepción Bernardina de Goenaga Sanjurjo (Also known as Conchita Goenaga Acosta's Widow) signed 'INSTANCIA' afidavit number #6097 before attorney/notary Luis A. Toledo, declaring in writing:
  1.  Mariano Acosta Velardes' declared a Last Will and Testament dated February 20th 1976. Document number 15, prepared by Attorney/Notary Diego Guerrero Noble and that said Last Will and Testament was modified in San Juan Puerto Rico the 14th of June 1978 as document number 26, before Attorney/Notary Diego Guerrero Noble and properly recorded with the Puerto Rico Supreme Courts and,
  2. That amongst the properties owned by Mariano Acosta Velardes' it was his Will 50% ownership of 38 Luquillo Beach Blvd. Luquillo Puerto Rico (a.k.a. 38 Ocean Drive Luquillo Puerto Rico) be transfered to Concepción Bernardina de Goenaga Sanjurjo and 50% ownership to Rafael Francisco Nido Goenaga.
